RESOLUTION APPROVING A REVISION OF THE ALABAMA ADMINISTRATIVE CODE REGARDING REQUIREMENTS FOR GRADUATION

WHEREAS, the Alabama Administrative Code is revised periodically to reflect changes in policy and procedures relative to the Alabama state-adopted high school diploma; and

WHEREAS, the Alabama State Board of Education and the Alabama State Department of Education recognize the need to increase the level of expectation and learning for Alabama high school students, tapping their utmost potential and better preparing them for college- and career-readiness and 21st century skills; and

WHEREAS, the Alabama State Board of Education and the Alabama State Department of Education acknowledge a vision of every child a graduate—every child prepared, allowing the same requirements and diploma for all students from the state level; and

WHEREAS, the Alabama State Board of Education and the Alabama State Department of Education find it necessary to provide, through a clearly articulated and individual four-year high school plan, a diploma as part of PLAN 2020 that will afford every student the opportunity to pursue the Alabama High School Diploma, enabling each to graduate high school with the necessary knowledge and skills to succeed in post-high school education and the workforce without the need for remediation; and

WHEREAS, the Alabama State Board of Education through offering one diploma, the Alabama High School Diploma, will enable more balance through equivalent course offerings, preparing students for entry into college as well as careers; and

WHEREAS, graduation requirements stipulated in the new Alabama High School Diploma have been revised to be effective with students entering the ninth grade in 2013-2014; and

WHEREAS, an Emergency Rule will be necessary to allow local boards of education to begin implementing these revised graduation requirements; and

WHEREAS, the Alabama Administrative Code, Chapter 290-3-1-.02, which stipulates the new requirements for graduation, is being revised, effective August 8, 2013, as an Emergency Rule:

NOW, THEREFORE, BE IT RESOLVED, That the Alabama State Board of Education hereby approves this revision of the Alabama Administrative Code from Rule 290-3-1-.02(8) through 290-3-1-.02(18), with approval to expedite on August 8, 2013, as an Emergency Rule.
