RESOLUTION IN APPRECIATION TO MR. RANDY MCKINNEY, J.D., FOR ALABAMA STATE BOARD OF EDUCATION SERVICE

WHEREAS, Mr. Randy McKinney, a resident of Orange Beach, AL, earned a Bachelor of Science Degree at the University of South Alabama, a Master’s Degree in Religious Education from the New Orleans Baptist Theological Seminary, and a Juris Doctorate from the Birmingham School of Law; and

WHEREAS, on September 11, 2003, Mr. McKinney was appointed by Governor Bob Riley to represent District 1 on the Alabama State Board of Education and was subsequently elected in November of 2004; and

WHEREAS, during his tenure on the Alabama State Board of Education, Mr. McKinney was selected by his fellow Board members to serve as President Pro Tem in July of 2005, which he dutifully served until July of 2007; and

WHEREAS, Mr. McKinney was elected Vice President of the Board in July of 2008, a position he maintained until July of 2012; and Mr. McKinney conducted the affairs of the Board with fairness and distinction for ten years, presiding over Elementary and Secondary, as well as Postsecondary Education issues; and

WHEREAS, serving as Vice President of the Alabama State Board of Education, Mr. McKinney led the Board through the support and/or adoption of some of Alabama’s most comprehensive and progressive education reform, including the Students First Act, which protects teachers while giving local school systems the authority to replace ineffective or problem educators; the First Choice initiative, which increases the academic expectations of Alabama high school graduates; the Every Child a Graduate plan focused on increasing the graduation rate in Alabama high schools; and the Alabama College- and Career-Ready Standards, which increase the rigor of Alabama educational standards to meet or exceed that of other states; and

WHEREAS, Mr. McKinney’s professional accomplishments include serving as Former Assistant District Attorney for the state of Alabama in the 28th Judicial Circuit Court of Baldwin County, a member of the Alabama State Bar Association, the American and Baldwin County Bar Association, the Baldwin County, Alabama, and National Association of Realtors; and being a Certified Real Estate Broker and a Certified Commercial Investment Member; and

WHEREAS, Mr. McKinney leaves the Alabama State Board of Education with a broad range of professional and educational accomplishments and with the assurance that the contributions he has made to Alabama’s educational standing have been positive and made with the interest of the students in mind:

NOW, THEREFORE, BE IT RESOLVED, That the Alabama State Board of Education and Alabama State Department of Education offer a debt of gratitude for the governance and leadership that Mr. Randy McKinney has shown through his hard work, commitment, and dedication to public education and to the students of the great state of Alabama.
