COMMENDING TOMMY WARREN UPON THE OCCASION OF HIS RETIREMENT FROM THE ALABAMA DEPARTMENT OF EDUCATION

WHEREAS, Tommy Warren, Director of the Division of Disability Determination Service, announced his intent to retire from the Alabama Department of Education effective on May 1, 2012; and

WHEREAS, Tommy Warren began his career in the Disability Determination Service (DDS) 41 years ago on March 1, 1971, as a Disability Examiner I; and

WHEREAS, Tommy Warren’s competence in this job allowed him to progress to more responsible leadership and management classifications such as Disability Examiner II, Quality Assurance Examiner, Administrative Service Officer II, and finally DDS Administrator; and

WHEREAS, Tommy Warren is considered a pioneer in the automated world of processing cases through the DDS due to his development of a computer system to handle cases that resulted in employees having more control over case processing time and in cases being resolved in a more timely fashion, thereby resulting in improved overall quality of case development; and

WHEREAS, Tommy Warren embraced the mission of the National Council of Disability Determination Directors by focusing on establishing, maintaining, and improving fair, accurate, timely, and cost-efficient decisions to persons applying for disability benefits; and

WHEREAS, Tommy Warren implemented new concepts such as hiring medical consultants to help process backlogged reconsideration workloads from Alabama and other states; and

WHEREAS, under the leadership of Tommy Warren, in 2005 the Alabama DDS received the Disability Determination Service of the Year Award for PRIDE (People Responsibly Influencing Decisional Excellence), in 2009 Alabama shared the same award with Florida (a first in PRIDE history), in 2010 Alabama DDS received the PRIDE “Always Raising Its Hand” Award for freely accepting additional workloads from other states, fostering and embracing a quality and team spirit environment within the DDS and the region, and for meeting or exceeding all expectations with its ultimate goal being the commitment to serve, and in 2010 Alabama again received the Disability Determination Service of the Year Award for PRIDE; and

WHEREAS, Tommy Warren served as Co-Chair of the Atlanta Region Combined Workgroup and is considered a recognized voice nationwide by being one of two remaining senior DDS Administrators in the nation; and

WHEREAS, Tommy Warren received the Commissioner’s Citation Award in 1996 and 2010 for outstanding leadership, was the first DDS Administrator to receive the Andy Marioni Memorial Award (the award is named for the late Andrew P. Marioni Jr. who died in 2007 and served as the Director of the Delaware Department of Labor’s Division of Vocational Rehabilitation Disability Determination Services), and won a Quality Service Award as Co-chair of the Atlanta Region Combined Workgroup; and

WHEREAS, Tommy Warren served as Troop Leader of the Eagle Scouts/Boy Scouts of America, National Alumni Board Member for Jacksonville State University, President and Past President of the Alabama State Employees Association (four years), Past President of the National Council of Disability Determination Directors (2002-2004), and Alabama Representative for the VERSA Computer Group; and

WHEREAS, the State Superintendent of Education recommends approval:

NOW, THEREFORE, BE IT RESOLVED, That the Alabama State Board of Education does hereby commend Tommy Warren for his years of outstanding service to the Disability Determination Service in Alabama and all of the clients it serves and does hereby wish him a well-deserved and very happy, healthy, and long retirement.
