RESOLUTION TO ADOPT PRAXIS II CUT SCORES AS A CONDITION FOR INITIAL CERTIFICATION

WHEREAS, the Second Amended Consent Decree in Allen v. State Board of Education was approved on December 14, 2004, to allow the Department to implement subject-matter testing for certification purposes; and

WHEREAS, validation studies have been conducted on the 30 Praxis II tests originally used for documenting highly qualified teacher status in accordance with the terms of the Second Amended Consent Decree; and

WHEREAS, final cut scores for initial certification were adopted by the Alabama State Board of Education on October 12, 2006, for the original 30 Praxis II tests; and

WHEREAS, validation studies have been conducted for 10 additional Praxis II tests, in accordance with established psychometric guidelines; and

WHEREAS, the Monitoring Committee has fulfilled its responsibilities as prescribed in the Second Amended Censent Decree;

NOW, THEREFORE, BE IT RESOLVED, That the Alabama State Board of Education adopts the attached Praxis II cut scores as a condition for initial certification and effective immediately for individuals who complete preparation programs and apply for Alabama certification on or after June 1, 2007, in any of the ten subjects. Individuals who complete approved teacher education programs at Alabama colleges and universities prior to June 1, 2007, in any of the ten subjects for which minimum Praxis II scores are set by this resolution and whose applications are received on or after December 31, 2007, must also meet these cut score requirements.
