RESOLUTION COMMENDING KATHERINE A. MITCHELL FOR DEDICATED SERVICE TO PUBLIC EDUCATION IN THE STATE OF ALABAMA

WHEREAS, Katherine A. Mitchell has served in various essential roles in the Alabama State Department of Education during her 28½ years of service, such as Coordinator of Curriculum Development, Coordinator of Student Testing Program, Assistant Director for Instruction, and Director of the Alabama Reading Initiative; and

WHEREAS, in September 2004, Katherine A. Mitchell was appointed an Alabama State Department of Education Assistant State Superintendent for Reading; and

WHEREAS, in the role of Assistant State Superintendent of Education for Reading, Katherine A. Mitchell has, in an exemplary manner, served the state of Alabama, the education community, and the students of Alabama; and

WHEREAS, during her tenure with the Alabama State Department of Education Katherine A. Mitchell has provided vision and leadership to literacy education in the state and the nation; and

WHEREAS, President George W. Bush and the United States Department of Education have recognized Katherine A. Mitchell’s exemplary leadership of the Alabama Reading Initiative; and

WHEREAS, Katherine A. Mitchell’s pioneering leadership of the Alabama Reading Panel and the Alabama Reading Initiative enabled Alabama to begin focused literacy efforts even before the emphasis provided by No Child Left Behind and the Reading First Initiative; and

WHEREAS, the September 25, 2007, release of the National Assessment of Educational Progress (NAEP) data shows Alabama’s public schools made more improvements in fourth-grade reading than any other state in the nation and in the history of the NAEP administration; and

WHEREAS, Katherine A. Mitchell’s selfless dedication and commitment to K-12 education in Alabama provided many opportunities for her to impact public education by fostering partnerships and serving on local, state, and national education boards, including the National Reading First Advisory Committee, the Independent Review Panel for the U.S. Department of Education, the Reading Framework External Review Panel for NAEP, the Alliance for Excellent Education Advisory Board, numerous Advisory Committees for Reading First, Governor Kenny Guinn’s Literacy Advisory Council, and

WHEREAS, Katherine A. Mitchell has conducted the business of the Alabama State Department of Education with integrity, dedication, and empathy for her fellow educators; and

WHEREAS, Katherine A. Mitchell is a distinguished alumna of Agnes Scott College and New York University; and

WHEREAS, in addition to her service to education, Katherine A. Mitchell has served her church, Frazer Memorial United Methodist Church, in multiple leadership and teaching positions:

NOW, THEREFORE, BE IT RESOLVED, That the Alabama State Board of Education does hereby express its gratitude to Katherine A. Mitchell for her lifetime of dedicated and distinguished service to the state of Alabama, Alabama’s public school students and teachers, and the nation, and does hereby commend Katherine A. Mitchell for her lifelong work in support of excellence in education; and Done this 8th day of November, 2007.
