WHEREAS, the Alabama State Board of Education desires to implement the best programs and initiatives possible for Alabama’s students and teachers in order to improve academic performance and maintain the K-12 infrastructure to maximize learning opportunities; and
WHEREAS, the recommendations of a fiscal year budget that is to be sent to the Governor is developed and discussed with great care and research in order to maximize funds to improve Alabama’s public schools; and
WHEREAS, one area of K-12 expenditures that has increased over the past decade faster than inflation and faster than appropriations from the Education Trust Fund for classroom programs is the Public Education Employees Health Insurance Plan (PEEHIP):
NOW, THEREFORE, BE IT RESOLVED, That the Alabama State Board of Education does hereby adopt a Fiscal Year 2009 Budget Request for K-12 public education in Alabama and that included in the budget request is a recommendation that the personal contributions by public education employees for PEEHIP be increased both for single coverage and for family coverage by a minimum of $15 million for Fiscal Year 2009 in order to allow the Legislature to allocate an additional percentage of the K-12 FY 2009 budget to programs directly affecting students and their classroom performance.
