State jobs in the classified service are under the merit system. The merit system is based on competition and positions are filled on an equal opportunity basis. To be considered for a state merit job, your name must be reachable on an employment register. Hiring is done by the State Department of Education from names certified by the State Personnel Department.

The State Department of Education, Office of Human Resources coordinates all personnel actions for all divisions of the department to include the Office of Disability Determination Service. This includes all matters related to employee pay, hiring, promotions, terminations, separations, transfers, and retirements. This section also provides services related to performance appraisals and pay increases. All services are provided in accordance with the Rules of the State Personnel Board and departmental policies and procedures.

Benefits of the State Merit System
Health Insurance - The state is responsible for the majority of the health and dental insurance for each full-time employee. As of 10/1/09, employees are responsible for a “single employee premium” for health and dental insurance. In addition, tobacco users are charged a surcharge (this is in additional to the single employee premium). Effective 1/1/2010, a wellness surcharge is assessed unless certain criteria is met. Family coverage may be purchased for dependents. All premiums are pre-taxed and paid monthly through payroll deduction.

Leave - Annual leave, sick leave and a personal leave day are provided by the State. Annual leave is accrued at the rate of four hours, twenty minutes semi-monthly which equals 13 days a year. Annual leave accruals increase every five years until a maximum of 29 days at 25 years is reached.

Sick leave is accrued at the rate of four hours twenty minutes semi-monthly regardless of length of service.

Holidays - Employees receive 13 paid holidays per year.

Deferred Compensation - Employees may elect to contribute to a deferred compensation plan through payroll deduction. Contributions are tax deferred by both the State and Federal Government.

Retirement - The Retirement Systems of Alabama - Regular members' contribution rate is determined by statute and subject to change by the Alabama Legislature. Full retirement benefits are available at 25 years of service for Tier 1 and 30 years of service for Tier 2 (effective 1/1/2013).
